Regulation (EU) No.<\/u><\/strong> 2024\/3110<\/u><\/strong>laying down harmonised rules for the marketing of construction products (\"CPR 2\") will operate in parallel with the EPaR (EU) No 305\/2011 (\"CPR 1\"). The transition period for the full transition from the old legal framework to the new one will last 15 years from the date of entry into force of the new Regulation (i.e. until 2039).<\/strong> This will ensure sufficient time for an orderly transition of harmonised construction products from the old to the new legal framework and minimise the risk of de-harmonisation of any product or group of products. Products will be brought under CPR 2 gradually as harmonised standards developed under the new standardisation requirements emerge.<\/p>\n

New rules will promote sustainability and digitalisation in building products<\/strong>. The documents that the manufacturer has to supply with the product can be provided electronically. Digital product passport<\/strong> will also enable the use of structured product data, for example, in market surveillance or in the design of buildings using the BIM method. The customer will be able to take sustainability into account when selecting a product, as the manufacturer will declare the environmental footprint of the product. The EC will be empowered to set minimum requirements for the environmental performance of construction products, which the contracting authority will use if it decides to apply sustainability requirements to the harmonised products in question during the procurement process. This instrument will encourage the emergence of sustainable construction in the public sector.<\/p>\n

A key role in CPR 2 will be played by harmonised technical specifications<\/strong>that will be used for the mandatory marketing of the product. The priority is to develop standards in a standardised way in CEN technical committees and harmonise them by publishing a reference in the Official Journal of the EU, but there will also be a voluntary EOTA route through European Assessment Documents. As a last resort, a fallback solution may be used to allow the European Commission to adopt harmonised technical specifications through implementing acts in the event of a blocked standardisation system.<\/p>\n

Important<\/u><\/strong>: for specific products, until new standards harmonised to CPR 2 are available, construction products will continue to be marketed under the CPR rules.<\/strong> 1.<\/strong> The first harmonised standards for CPR 2 are not expected (with a few exceptions) to emerge until about two years from now. For each new EN, there will be a transition period of at least one year.<\/p>\n
